Freehold with a clear Government Sanction procedure
For a qualifying non-Seychellois purchaser, freehold ownership of privately owned property is available subject to Government Sanction and the applicable legal process. Our team prepares the project documents and supports the buyer's application before the transaction proceeds to the relevant subsequent contractual stages. The authority makes the formal decision.
Available title, planning and transaction documents for the selected plot can be reviewed with the buyer's own Seychelles lawyer before proceeding. This includes project-specific documentation the team says is applicable to plots offered from 600 m²; its precise legal effect must be checked for the individual transaction.
We personally discuss the purchase structure, approval process and applicable documents with each buyer before payment obligations are agreed.
02 · Buyer documents
Typical KYC and source-of-funds documents
The official guidance lists documents commonly required for a non-Seychellois acquisition:
- Certified passport copy and proof of residential address.
- Police clearance certificate and politically exposed person declaration.
- Source-of-funds declaration and supporting proof of funds.
- Additional corporate, beneficial-owner or family documents where applicable.
The authority or the buyer's advisers may request further documents for a particular application.
03 · Commercial scope

04 · Contractual payment stages
Documents first, agreed schedule next
Before the relevant contractual payment stages, the purchaser receives the available documentation for the selected property, transaction structure and Government Sanction procedure. Payment amounts, dates, construction milestones and handover terms are defined in the individual signed contract.
- The buyer may appoint an independent lawyer and technical supervisor.
- The contract and technical specification identify the selected plot, villa, included scope, optional works and payment schedule.
- Construction and title registration proceed according to the agreed documents and applicable approvals.
05 · Taxes and government fees
Transaction costs are explained separately
Empathia Village provides assistance with the Government Sanction process as part of transaction support. Government taxes, duties, registration charges and other applicable statutory transaction costs are payable separately by the purchaser and are not included in the advertised villa price. Before proceeding, the buyer receives information on the charges relevant to the selected property and transaction structure. We do not present one universal percentage because legal classification and individual circumstances matter. If approval cannot be obtained despite the buyer meeting the agreed conditions, the amount paid to reserve the plot is refunded under the reservation agreement.

06 · Owner's choice
Rental at the owner’s choice
Owners may choose to let their villa; this is not prohibited within Empathia Village.
The agency and the owner's advisers should confirm the intended use, any applicable tourist accommodation licence, estate requirements and tax treatment. No occupancy, rental rate or return is promised by the developer.
07 · Residence support
Personal consultation before purchase
We discuss available Seychelles residence procedures with prospective buyers and help prepare relevant documents. The team reports that past project clients have received permits. A purchase does not itself grant a permit: eligibility is individual and the final decision belongs to the competent Seychelles authority. Buyers may consult an independent lawyer before entering the transaction.

Licence and experience
Kensington Construction & Development presents more than 30 years of international construction experience and holds Seychelles Class I Building Contractor Licence No. 322704, shown as valid through 2028. Buyers may request a copy of the licence and independently verify its current status.
No specific past-project address is represented here unless it can be supported by documentary evidence.
